Sign Code Authority
Garland Development Code, Chapter 4 Site Development, Article 5 Signs, administered by the Building Inspection Department — the older Chapter 30 Article VI provisions were recodified into the GDC, and the GDC controls in any conflict
Channel Letter Requirement
New signs must be either individual channel letters or channel letters mounted on a raceway — standard illuminated cabinet and box signs do not meet the current ordinance
Permit Trigger
A permit is required to erect, construct, alter, rebuild, enlarge, extend, convert, replace, or relocate a sign — including refacing existing signage
Double-Fee Penalty
The sign permit fee is doubled where work is started without first obtaining a permit; the Board of Adjustment may waive or reduce the excess if the sign conforms to the code and a reduction would be equitable given the circumstances
Inspections
All permitted signs are subject to a pre-inspection and a final inspection, plus any additional inspections the Building Official reasonably determines necessary; the pre-inspection may be conducted on receipt of the application
Permit Revocation
The Building Official may suspend or revoke a permit issued in error, on false or incorrect information, or in violation of any ordinance or law; revocation is effective immediately on written notice, and any sign installed under a revoked permit must be removed within fifteen calendar days
Historic Sign Designation
A sign may be designated historic on application by the property or sign owner, and a designated historic sign is exempt from the general sign regulations except applicable safety requirements — but the designation and permit expire if the sign is not repaired, restored, constructed, or relocated within six months of designation
Electronic Programmable Signs
Allowed as on-premise freestanding signs in all non-residential and mixed-use districts — more permissive than several neighboring cities
Leasing & For-Sale Signs
Signs advertising the sale or lease of a business property may not exceed 16 sq ft in area or 8 ft in height
Vehicular Signs
Must sit a minimum of 20 ft from a street right-of-way, unless the vehicle transports goods for the business and is being loaded; a vehicle not used to transport goods is deemed a freestanding sign and subject to all code provisions
Prohibited
Temporary and bandit signage in commercial and non-residential districts; any sign using forms, words, colors, or lights that imitate standard public traffic regulatory or emergency signs or signals
Planned Development Districts
PD properties may carry signage requirements differing from the general code; where standards conflict, the most restrictive applies
Wind-Load Standard
115 mph ultimate design wind speed, Risk Category II
Severe Weather Considerations
Active severe-hail corridor — impact-resistant polycarbonate faces, reinforced retainers, and sealed cabinets specified as standard; straight-line wind and tornado-region foundation anchoring; 100°F-plus summer thermal load on drivers and power supplies
Highway Frontage
I-635 LBJ Freeway, President George Bush Turnpike (SH 190), SH 78, SH 66, Northwest Highway, Broadway Boulevard, Jupiter Road — TxDOT permit required separately for signage visible from the state highway system
